John B. McCartney
President and CEO
Leadership
John McCartney is the Founder, President, and CEO of OIS Global. A former U.S. Army Infantry and Military Intelligence Officer, he served in operational and advisory roles in Iraq and contributed to U.S. Pacific Command’s Security Cooperation Program, strengthening partnerships across the Indo-Pacific.
After leaving active duty, he served in senior advisory and operational roles within the Department of Defense and the U.S. Intelligence Community, including assignments with the National Counterterrorism Center, National Geospatial-Intelligence Agency, and the Office of the Director of National Intelligence.
He holds a Master of Public Administration and is a Nationally Certified Paramedic.
