John B. McCartney
President and CEO
John McCartney is the Founder, President, and CEO of OIS Global. His career spans military, intelligence, and national security environments, operating at the intersection of complex risk and strategic competition.
A former U.S. Army Infantry and Military Intelligence Officer, he served in Iraq and supported U.S. Pacific Command’s Security Cooperation Program, advancing partnerships across the Indo-Pacific.
He later held roles across the Department of Defense and the U.S. Intelligence Community, including the National Counterterrorism Center, National Geospatial-Intelligence Agency, and the Office of the Director of National Intelligence.
He holds a Master of Public Administration and is a Nationally Certified Paramedic.
